Citizenship by Investment

St Lucia Citizenship by Investment: Cost, Routes and Timeline

St Lucia offers the widest choice of qualifying routes in the region, including a government bond option alongside the national fund and real estate. Here is what each costs and how the process runs.

St Lucia's programme in brief

St Lucia launched its citizenship by investment programme in 2015 and administers it through a dedicated CIP unit. Approved applicants receive full citizenship with no residence requirement, and dual citizenship is permitted.

As with every Caribbean programme, applications must be filed by an authorised local agent — you cannot apply directly.

  • Qualifying routes: National Economic Fund (NEF), approved real estate, government bonds and, in some periods, enterprise projects.
  • No language, interview or business-experience requirement.
  • Citizenship is lifelong and generally passes to future generations.
  • Visa-free or visa-on-arrival access to the UK, Schengen area and much of the Commonwealth.

Which route suits which applicant

  • The fund route is simplest and cheapest overall when you want a clean, one-off cost.
  • Real estate suits applicants who want a recoverable asset and are comfortable with a holding period and resale risk.
  • The bond route appeals to applicants who prefer to recover capital at the end of the term rather than donate it, accepting a higher headline figure.
  • Family size changes the ranking — run the numbers with dependants included before choosing.

Who qualifies

  • Main applicant aged 18 or over, of good character and in good health.
  • Clean criminal record with police certificates from every country of adult residence.
  • Documented source of funds and source of wealth.
  • Dependants normally include a spouse, children within age limits, and dependent parents.
  • Prior visa refusals must be disclosed and explained.

The process and timeline

Allow four to eight months end to end for a complete file. Slow document retrieval is the most common cause of delay.

  • Step 1: Eligibility and route selection, including a source-of-funds review.
  • Step 2: Appoint an authorised agent.
  • Step 3: Document pack — passports, vital records, police certificates, financial evidence, apostilled where required.
  • Step 4: Filing and due diligence, typically around three months.
  • Step 5: Approval in principle, then the investment.
  • Step 6: Certificate of registration and passport issue, usually four to eight weeks after payment.

How Island Legacy Consultancy helps

As a St Lucia-connected consultancy we handle the preparation: confirming investment is the right route, structuring source-of-funds evidence, assembling and apostilling documents, and coordinating with the licensed agent who files. We are not a licensed CBI agent or law firm, and we do not guarantee approval.

Important note

Island Legacy Consultancy provides consultancy and preparation support only. We do not guarantee visa, residency or citizenship approval, and this guide is general information rather than regulated immigration or legal advice.
